28th June, 1948 M7.1 earthquake occurred in Fukui prefecture with death toll of 3769.  The rate of building destruction was extremely high in the Fukui plane, which lead JMA (Japan Meteorological Society) to establish seismic intensity  7 on the intensity scale, where there used to be only up to 6.
